Equity Work Group,
Minnesota Dept. of transportation (MnDOT)
Bellwether Consulting lead the strategy, formation, and facilitation of an Equity Work Group (EWG) comprised of MnDOT staff, agency partners, and equity advocates that advise MnDOT on how to use its plans and investments to advance transportation equity throughout Minnesota.
The group focused their effort on MnDOT’s long-range plans, the 2022 State Multimodal Transportation Plan (SMTP) and the Minnesota State Highway Investment Plan. Bellwether completed memos and reports from the perspective of the group, including drafting MnDOT’s first-ever transportation equity definition and commitment and creating the transportation equity strategies for the SMTP update. MnDOT adopted this Transportation Equity language in 2023. Since then, it has influenced work within MnDOT as well as other agencies, including the 2022 Minnesota Electric Vehicle Infrastructure Plan and the City of Minneapolis Racial Equity Framework for Transportation.
The MSP ARPA Tracker,
Greater MSP Partnership
Bellwether Consulting worked with Greater MSP Partnership and cities and counties in the Twin Cities metro area to gather data for The MSP ARPA Tracker. The MSP ARPA Tracker is the first-of-its kind regional dashboard that shares how American Rescue Plan Act (ARPA) funds are being budgeted and deployed in every part of a metro region. This dashboard shows how cities and counties are using $1.2 billion in discretionary American Rescue Plan Act (ARPA) funds to support COVID-19 recovery in their communities. The tracker enhances transparency, highlights shared regional priorities, and provides a benchmark to compare the Twin Cities region against the U.S. overall.
Diversity, Equity, and Inclusion Program,
Minnesota Dept. of Labor & Industry (DLI)
In 2021, the Bellwether team designed and delivered a cohort-based Diversity, Equity, and Inclusion Program to 25 employer partners of the DLI Dual Training PIPELINE program, with a goal of giving each company a solid grounding to begin their DEI journey. Work began with a custom organizational assessment to catalog current-state DEI assets at each company, followed by a series of workshop meetings to discuss strengths, strategies, and opportunities. After one-on-one consultations with each company’s team, Bellwether provided each company with a customized report and action plan. All participants reported increases in awareness and confidence to continue their DEI journey.
Senior Leadership Institute,
Humphrey School of Public Affairs
Bellwether Consulting has co-facilitated the Minnesota Senior Leadership Institute (SLI) with the Humphrey School of Public Affairs for the last four years. SLI is a 10-week leadership development program offered by the Minnesota Dept. of Management and Budget for state government leaders that focuses on building participants’ creativity, innovation, and equitable leadership skills through a systems approach. Bellwether has consistently received strong evaluations from participants for being engaging and effective SLI facilitators.
